ISPACS 2008
The International Symposium on Intelligent Signal Processing and Communication Systems (ISPACS) is one of the most well known international symposiums in signal processing, and communication system. The main objective of the symposium is to gather researchers, professors, students, and interested persons in signal processing, communication system, and their related fields in order to share and update advanced techniques, know-how, as well as technologies in the fields. The ISPACS has been technically supported by IEEE, and annually organized in many countries such as China, Hong Kong, Japan, Korea, Malaysia, Thailand, U.S.A., and so on. The 2008 ISPACS will be held in Bangkok, Thailand on February 8-11, 2009.

NEW DATE FOR ISPACS 2008
February 8-10, 2009, Swissotel Le Concorde, Bangkok, Thailand

Dear ISPACS 2008 registrants and participants,
Now the protest situation in Bangkok is as normal. We would like to
announce that ISPACS 2008 is officially postponed to February 8-10, 2009,
that is majority voted by all participants. The conference will be held at
the same venue, Swissotel Le Concorde, Bangkok, Thailand.
The program draft is as follows;

Monday, February 9, 2009: Opening Ceremony

CANCELLATION POLICY OF ISPACS 2008 REGISTRATION

Dear ISPACS 2008 registrants and participants,
Due to recent unexpected demonstration and airport closing in Bangkok until December 3, 2008, the ISPACS 2008 which was scheduled to be organized during the December 8-11, 2008 has been decided to be rescheduled. The new conference date will be determined soon by considering voting results done by oversea participants.
Since most preparation stages for the ISPACS 2008 have been completed, the Organizing Committee currently faces on a difficult financial situation. The ISC of ISPACS has discussed to help the ISPACS 2008 Organizing Committee in solving these problems. Finally, the Organizing Committee has concluded the Refund Policy as follows.
1) Registered participant (non-author, or who is NOT affiliated to any paper) who will NOT be able to attend the ISPACS 2008 by new conference date will be refunded partially (i.e. $100 for non-student and $50 for student), by sending a request to the ISPACS 2008 Financial Chair, Dr. Supaporn Kiattisin, tom_kiattisin@hotmail.com.
2) Registered participants (authors affiliated to accepted papers) will NOT be refunded. Each registered participant will be entitled to receive the following items:
2.1) Registered Participants attending the ISPACS 2008 by new conference date will receive: Hardcopy Proceedings, CD-ROM, and the Conference kits
2.2) Registered Participants who do NOT attend the ISPACS 2008 by new conference date will receive: Proceedings on CD-ROM sent to her/his address
The ISPACS 2008 Organizing Committee regrets any inconvenience arising from these difficult circumstances.

Dear ISPACS 2008 Authors, Participants, and Committee,
Due to the demonstration and airpoort closing in Bangkok, in the morning ofDec 2 (yesterday),we decided to postpone the conference date once to Feb 8-11, 2009. Right now,
the demonstration was already moved from Suvarnbhumi and Don Muang Airportthis morning (Dec 3), and the airports are planned towork again on Dec 5, 2008.
However, we are worried about the security of theISPACS 2008 participants, and would like tostill postpone to the duration that we ensure the safety and security of our colleagues.
In conference date of Feb 8-11, 2009, some of us are not convenient,and there are many comments mentioning the new period is not suitable.The organizing committee then reconsidered about this, and concluded thatwe would like to change the conference date again that most of us areable to go toThailand and attend the conference.At this moment, we are working to raise upcandidate conference dates for sending to all of participants for majorityvote.

If your papers have been accepted please login and do as follow:
- Submit your camera ready paper. Please use IEEE PDF eXpress before submit.
- Submit your speaker's biography.
- Sign copyright form here and submit to our website.
- Pay the registration fee. (You must submit your camera ready first, then you could pay the registration for that paper.)
At least one of the authors must complete the registration by Oct. 3, 2008. Otherwise, the author's paper will NOT be included in the proceedings.

Due to some errors about online-submission system and the numerous requests for more extension of the deadline for full paper submission, the ISPACS 2008 Organising Committee would like to appologize for unconveniece and we has decided to extend the submission deadline for the Conference to June 30, 2008, 23:59 Thailand Time (GMT+7).
Due to the tight schedule for paper review, we are sorry that we are not able to extend this deadline further despite the numerous requests for us to do so.
